Dr. Carol is the Founder and CEO of the Women’s Wellness Institue, a non-profit organization dedicated to prioritizing the mental and emotional health of women around the world. Dr. Carol is a globally recognized public mental health subject matter expert, practitioner, policy advisor, and innovator in multisectoral settings inclusive of emergency preparedness and response (EPR), SGBV workplace wellness and gender-responsive systems. Dr. Carol is the Founder of the Women’s Wellness Institute, where she leads initiatives and projects in integrating Mental Health and Psychosocial Support (MHPSS), workforce development, trauma-informed care, women’s health integration, and community-centered healing programs. Dr. Carol is the Vice- Chair for Africa CDC’s High-Level Committee on Non-Communicable Disease (NCDIMH) where she provides high-level contributions to guard the health of the 55 Member States of the African Union; subject matter expert for the World Health Organization’s (WHO) Strategic and Technical Advisory Group on Mental Health, Brain Health and Substance Use (STAG-MNS); and member of the WHO family Intervention Network for Psychosis.
Dr. Labor’s experience spans over 3 decades in people-centered roles inclusive, but not limited to public health, education, emergency response, and government systems, with a focus on creating scalable, culturally grounded models that strengthen wellbeing for women, girls, and marginalized communities. The Women’s Wellness Institute’s signature Mental Health and Psychosocial Support Certified Professional (MHPSS-CP™) program is an accredited global public health workforce development program recognized in over 170 countries. A respected gender-centered mental health expert, facilitator and curriculum architect, she has developed more than two dozen comprehensive training programs—ranging from executive function and somatic healing to threat assessment, community mental health worker certification, and integrative MHPSS for public health professionals.
Known for her visionary leadership, Dr. Carol’s work integrates neuroscience, feminist theory, trauma healing, organizational psychology, and public-sector innovation.
